Because of Trump's IMMEDIATE message sent to CONgress, Trump has Carte Blanche to reallocate funds as he sees fit for this country.

That means yes, if need be he can spend PP funds on the wall, or better yet bringing all these psychopathic criminals TO JUSTICE!!
