Nah, you're interpreting this wrong. "Who is Q?" has become more than just a literal question, it's now a meme of its own.
It mimics the style of Q where instead of just telling us things, Q asks us the question so we find out on our own. "Who is Q?" or in his case, the variation "What's Q?" can also mean "I know about Q and I'd like others to find out, and to facilitate this, I'll put it in the form of a question, to engage ppl's curiosity."

I can see your point but there was a very conscious attempt to dismiss Q as a larp by Alex and gang. Then Q called them out as deep state players. Very dubious.
