Cannabis is going into NAFTA, and before this can happen it has to be legalized federally. I agree, this is a gambit to get rid of sanctuary cities in exchange for federally legal DUDE WEED. It would also end the money laundering issue as FDIC banks would have no problems accepting pot money.
