I would guess, much is simple theft, which is reinterred into assets like real estate and stock markets around the world to keep the markets functioning and the bills paid by rich owners of the world. Much goes into bribes, and much goes into yes covert military operations and mercenary activities.
Doctors heath regulators know for sure and are directly responsible so are the media owners and the pharma executives and the bankers and their owners and the owners of the major corporations that financed and benefited from the endeavour.
