Why the CIA Is Called the ‘Catholic Intelligence Agency’

The nationality or loyalty of the captain of the vessel is not significant. There were two Maryland-licensed harbor pilots on board. The responsibility of the harbor pilots transitioned at the Key Bridge between docking pilot and outer-harbor pilot.

It doesn't matter in these circumstances. At the Maritime board of inquiry, criminal trial, and civil trial the precise command interplay between the pilots, the captain, and the crew will emerge.

At this point in the voyage the vessel was under the command of a licensed Maryland pilot.

The Captain could be Ukrainian, a Nazi, Bin Ladin, or a Viet Cong. The ship was under 'our' command.

Those are likely 66-M150 Split blocks. They will terminate 50 pairs total, 25 pair per side. They are being used to terminate multi-pair station cables, although it is difficult to trace where the larger multipair cables are terminated. Techniques vary.
