Flew out of KDCA for 35 years. SWA was taxing to Rwy 01 with a clearance to hold short of Rwy 04 on Charlie. Standard clearance forever.
When you hold short of Rwy 04 on Charlie everything is right there. An aircraft departing on Rwy 04 is right in your face. Impossible not to see it. Unless you ain't looking.
For these SWA guys to not have seen the departing E-190 on Rwy 04 is unfuckingbelivable. "See and avoid". Even a student pilot knows this. Fortunately, neither aircraft was at a high rate of speed.
