Currently I'm looking at the potential they enslaved themselves in ancient times to a pre-determined intention to build civilization a specific way, and none alive today are actual masters. This is, I think, at the core of why they cabal is very slow to react and can't really adjust plans. While they may have living "masters" playing the role, the entire organization appears to be built to make it impossible to change course even if the living "masters" wanted too.
