In Bill Clinton's book "my life" (957 pages) he devotes 10 pages (1%) to interviews with presidents. He did receive a $10MM advance for it. In the book, he doe mention how the president of Brazil, his "friend" Henrique, or refers also as "the President Henrique Cardoso", when his name is Fernando Henrique, and was always known as Fernando Henrique.

 

In the book he Mentions Cuba 21 times, Haiti gets referenced 29 times, meanwhile, much larger countries, such as, Mexico (15 references), Brasil (5), and Argentina (5), al tangencial alusions.

 

In Washington's Agenda (During that time) there were 3 types of Countries. Cuba, Haiti, and RLA (Rest of Latin America or RAL in spanish), and that was the common terminology inside the offices. Maybe it's because Cuban American vote is needed and valued in NJ and FL. As it was stated in the halls of the State Dept. "Cubans can't choose a President, but every four years, they do vote here.".

There are exceptions, such as, Colombia, which has received over $3 Billion Dollars in Military and Economic Aid, as Israel and Egypt.

 

In Washington Brazil was seen as Haiti . As Brazil ignored Washington for Decades (read about ETHANOL - CORN). Washinton did as well. But Brazil is and was always auto-sufficient. There was so little knowledge about Brazil in DC, that George Bush (JR) hired William Perry, for the Deptartment of Hemispherical Affairs. In the 6th floor of the State Dept. "at the time", no one could speak portuguese. The "Brazilian Desk" of the State department used to run a "joke", if someone messed up, they'd say "they'll send you to the Brazilian Desk.

 

Richard FEINBERG was hired during Clinton's first term to oversee Haiti, CNS, and RLA. later 6 more employees were added during clinton's 2nd term and Bush Jr first term.

 

1 for Haiti and Cuba, and one each for Brazil, Argentina, Uruguay, Paraguay, and the Rest of Mercosur….
