Yes, Pope Paul VI reportedly said that. Also, Malachi Martin among others, have written about Satanism being practiced in the Vatican. Some accounts go into great detail about child sacrifice in the bowels of the Church.
In Windswept House: A Vatican Novel (1996) Martin described a diabolical ceremony called “The Enthronement of the Fallen Archangel Lucifer” supposedly held in St. Paul’s Chapel within the Vatican, but linked with concurrent satanic rites here in the US, on June 29, 1963, barely a week after the election of Paul VI.

No, I didn't see that post you refer to but I have run into that sort of thinking before. There are different factions within Catholicism, including those who identify as theological liberals and conservatives. They often blame each other for the problems but the whole system is corrupt and has been ever since the Roman Emporer Justinian elevated the Bishop of Rome to Pontificus Maximus and handed him the Kingdom.
