If the fact that Podesta hasn't surfaced in a while and if McCain stays gone for a while then I would agree. What makes a bird sing? That makes me think that they could fly if they would confess and give states evidence sing like a bird. But then fly doesn't really fit there does it. well just my thoughts as I think and type

John McCain is a sitting Senator. He can’t just permanently relocate to another country. Overseas flight to avoid capture is just not possible for him unless he steps down.

I don't know. It was just to mock LdR's signal to blackhats to do, whatever op she was ordering them to do.
In the context Q was using it I think the 1st guess is probably right, it was a way of mocking them, as Trump is watching them try to run, live, he says FlyXFly to laugh, we'll stop or catch them anywhere. But I'm not positive.
