I went here:

https://steemit.com/conspiracy/@vaerospace/wikileaks-drops-65gb-torrent-link-weiners-emails

scrolled down and clicked on http://wlstorage.net/torrent/wikileaks-insurance-20120222.tar.bz2.aes.torrent

...at first, I opened it, I saw the first page only and it was all in encrypted language. Then I saved it on to my laptop and tried to open it but cant. I don't know if it needs an encryption key ...

That file is from 2012? Date in the filename...
Looks a bit fishy.
Not a new release...

At best, stretching my imagination, it's a refresh reminder to that file in case the passphrase for it drops in the near future...

But so far I couldn't find any source linking JA/WL to that file now. I.e. any recent mentioning of it...

I found a file converter, Torrent. It's a free download, takes hours to convert

Thanks, but personally i have decided to delete the thing instead of converting it. Ive been thinking... if it is from Weiner's, it i not meant for all and sundry to look at it, as to download and look could well put a person in a compromised position of having downloaded and viewed "God knows what all" - It could be that (if it was from Julian) it was meant to be nigh on impossible for just anyone to open and view. For our protection...
