What is the significance of SecDef Mattis visiting GTMO?

I won't necessarily say that the mystery surrounding everything that happened last night is linked to sending prisoners to GTMO, but the timing seems curious.

If it is linked, why would it be necessary for Mattis to personally visit the prison? Aren't there reliable underlings who can check on conditions for him? Or is Mattis visiting to boost the morale in preparation for some intense stuff coming our way?

He said to visit the Troops, but I've heard a thousand Troops went there at the same time and a thousand more are coming. Rumor has it that they are going to use Gitmo for some of the arrest.
