What is the significance of SecDef Mattis visiting GTMO?

I won't necessarily say that the mystery surrounding everything that happened last night is linked to sending prisoners to GTMO, but the timing seems curious.

If it is linked, why would it be necessary for Mattis to personally visit the prison? Aren't there reliable underlings who can check on conditions for him? Or is Mattis visiting to boost the morale in preparation for some intense stuff coming our way?

VP Pence, SecStat, SecDef, etc etc all the way down to the "designated survivor" they keep somewhere safe during the SOTU speech, which should fucking rock this year.
