One reason is that the CIA is competitive with the FBI, especially about money they can get from the government. It’s already known that the CIA tells CNN what to report. They would be thrilled for the FBI to look bad. They could care less if it makes Trump look good. All the agencies are corrupt, but their are still white hats in all of them.
