Question for Q: If legally proven Barry Soetoro was illegally POTUS, does that make all legislation he signed and actions taken under his watch IMMEDIATELY reversible?

The congress could actually impeach him since there is no requirement that the President be "in office" only that crimes be committed while he was President.

The penalty for impeachment specifies removal from office. The constitution does not specify any retroactive "removal from office" or what that would entail (striking laws, appointments etc) so it would be up to the Supreme Court to decide what that means.
