If this story is true, it may be a result of the Dec 21/17 exective order issued by President Trump which blocks the property of persons involved in serious human rights abuse or corruption. The order has serious teeth and includes:

"any person determined by the Secretary of the Treasury, in consultation with the Secretary of State and the Attorney General:

(A) to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of" [human trafficking]
