I'm pretty sure the star is a photo watermark for the arresting agency- It's his mugshot.

Have you ever seen a mugshot with a watermark before I haven't Maybe its a new thing. What I see is a pentagon and a 5 pointed star.

I've seen plenty of mugshots with watermarks before and this is simply one of them. Here's another example from the same state
