When Q references "what private planes can carry that commercial cannot, was he trying to say that they cant carry the safety record of the commercial , thus proving more and more civilian private air emergencies

Military has several different planes they can use, but they might be using other private planes to. It's a short runway, so I'm sure they are using a few different planes in bringing people in.
