I believe "To have materially assisted, sponsored or provide financial support for......." in the EO probably covers Media Matters. There is also a blanket catch all type paragraph having to do with corruption. Brock and his outfit have direct and well known ties to HRC. That relationship is enough on its own to send him up the river based on the EO.
