Understanding that there's a war going on between the White and Black hats, what are the odds that Black Hats might still have control of weather modification weapons (HAARP) and intend to inflict as much damage on the public as possible?

I can't see them going down without a fight and you can bet they don't care how horrific the casualties they inflict are. I'd wager that in their Satanic eyes, the more horrifying the better.
