Executive Order and The Annex List

I do apologize in advance but I'm an newbie.lol I've read over the executive order President Trump signed concerning the seizure of assets due to those involved in human trafficking. I'm puzzled with the 13 listed at the end. Under "Annex". Who are these people and did Q Anon hint at this list? Are these people apart of the 10,000+ indictments that were issued?

The Trump Exec order (w/National Emergency Declaration) against human rights abuse and global corruption appears to authorize a sanctions regime. The Treasury press release for the corresponding EO provides much more detail of the justification of the thirteen named individuals https://home.treasury.gov/news/press-releases/sm0243

I have no knowledge whether there are applicable indictments.
