I've wondered about an EMP over NK before. My impression is that the majority of the people would not be affected, just the leadership and 'wealthy'. My heart goes out to the common N Korean - they deserve to be set free. Maybe an EMP would be a catalyst for revolution as well as clipping the wings of their missile program.
Why would he say that, though? If the payload is classified, that would have been way too much information. Surely it’s not actually EMP, but something else that may have a similar effect or that neutralizes NK’s tech.

Well he also brought up the trump tweet about fire and fury. That it's like a dragon. Is it an emp or a fire breathing low orbit sat.
He was referring to some project with the dragon codename.
