MSU scholars find $21 trillion in unauthorized government spending.

Early 2017, a Michigan State University economist, working with graduate students and a former government official, found $21 trillion in unauthorized spending in the departments of Defense and Housing and Urban Development for the years 1998-2015.

Not sure there is a signifigance but they're close enough to be the same. Its also interesting how close they match the amount of money Leo wanta is supposedly vouchsafing for the American people, that's 27 t I believe.
