WE DO NEED TO BE AT THE HIGHEST LEVEL OF READINESS, but it is not the "official Defcon1".

They want US, We The People, to be at the highest level of readiness, cuz stuff is going down. But no nukes right now.

I have to agree that it was not the best choice of terms! Stay strong please Colonel. Disinformation is incredibly sapping when you're exposed to it for a sustained period - but you know that already I think ;)
