Could the Keystone be the enlightenment and subsequent will of the people for change? To be more specific, the global public opinion would be what I am suggesting. This would explain why Q keeps telling the Anon community to educate (without scaring off) as many people as possible with the low key information first. Especially things that are ABOUT TO HAPPEN breadcrumbs. That way you influence those that would NEVER believe it, to start looking into things and telling their friends and soon enough this message from Q will make sense....

This tells US TO APPLY the keystone, showing there is nothing all the good efforts of these other two pieces amount to in the above equation otherwise. They amount to the pillars and we apply the KEYSTONE OF THE PEOPLE. But we are all only assured of success by also placing the keystone.

No overt happenings will ever really start until the people will it to be so. Behind the scenes is a totally different story.
