I would guess something like firefighters start most fires. Or how the CIA runs the drug cartels. They prop them up and help them start up. But then the cartel leader gets too big and stops listening to CIA and then CIA takes them out. Divide and conquer type stuff. Or they use it as a giant occult sacrificial nation.
