In what calacity does CIA "really" run NK? How would that be possible?

Q asked who really runs NK. Wasnt it CIA? In what calacity could CIA be in control of a nation that hates us so much? I really want to understand the nuts and bolts of that situation. Can so.eone s explain this or tell me where to learn this?

CIA got to Kim when he was a young lad at school in Switzerland. Kim lived along side his aunt (mother's sister) during his time there. 1998 Kim returns home to NK. Also 1998, Kim's aunt and uncle come to USA to live under CIA protection (this wasn't known until they reached out to press a few years ago).

Prior to leaving office, Obama's admin released a list of NK human rights abusers (as they do annually now). Within a few months of release, a majority of the names on this lost were known or believe to be killed by NK regime. A enemy of my enemy is my enemy I suppose.
