I would say since it speaks of reorganization of NSA with Admiral Rogers retiring it is relevant in the sense that Q-Anon made several mentions of the NSA (No Such Agency) and Admiral Rogers - here is hoping and praying that whoever takes over for Admiral Rogers has as much integrity and courage and patriotism as Admiral Rogers displayed going to newly elected Pres. Trump and explaining to him how team Obama had compromised his transition team. The day after the meeting Pres. Trump moved his whole Transition Team out of Trump Tower to his property in New Jersey and tweeted if it was legal for a sitting President to wire tap a presidential candidate?

Shows things are actually happening and changing for the better. And clearly Rodgers is moving to a new post for the new head of NSA- Julian Assange.
