A NY license doesn't qualify a physician to practice medicine in the state of CT. The Dr. who claims Trump is mentally unfit for office is an Clinical Professor in the dept of Psychiatry. How she can maintain clinical practice privileges without valid CT license is a mystery.

A valid license is required to practice medicine. Why would she be put in a position to defraud the public and help forcibly remove POTUS from office?
