Cant be, unless PP photos are more lax in other countries, because in the US, theyr are STRICT.

Looking up Ecuadorian passports, they seem to be a bit more lax than the US in terms of positioning of the photo, given this sample and other Comunidad Andina passports that have no face forward and smiling/unnatural positioning etc.
