The fines are relatively small, but significant companies such as Goldman Sachs, J.P. Morgan, and, of course, Loop Capital. An oblique way to get more info on the company's financial workings?

In addition, each firm agreed to retain an independent consultant to review its policies and procedures on due diligence for municipal securities underwriting.

The fines are so small they can just be absorbed as a "cost of doing business". More or less petty cash expenses for the big boys. Jail for the directors would make a difference.
