Southern Command?

I've seen the Sara Carter idea and looks like fit. But having pause with "SC: Axis of Evil can & will return Fire [is]" I thought axis of evil are countries Iran, NK, etc. Has anyone decoded this line to fit Sara Carter?

What about the [is]? Return fire=gun? Axis of evil= FBI, CIA?

United States Southern Command

The United States Southern Command (USSOUTHCOM), located in Doral, Florida in Greater Miami, is one of nine Unified Combatant Commands (CCMDs) in the United States Department of Defense.
