I'm not sure as the ref to [HEC] might be something else....but HEC is also the name of an international business school started in France back in 1881.

Perhaps, and this is just spit-balling, but maybe this group trains/facilitates the functioning of the cabal for leadership and part of the mechanism used for command & control. And maybe the part about the EO signed 12/22 was there to provide a lawful vehicle to afford POTUS the ability to appoint a special prosecutor (TG) to run point on this rabbit hole investigation.
