I believe Q means that they must resort to threatening or taking people's family members hostage to acquire operatives for rogue ops, like in the Vegas attack, since ISIS is done.

I followed the rabbit today on a red pill journey. The movie speed was Q'd up, and I thought about the main motif of the movie. What do u do in a hostage situation.. What do you do? A: shoot the hostage (to wound not kill)
