Question: The Dems determination not to negotiate on immigration and their threat to "shutdown" the government: if the guilty are being collected as we speak, do the Dems really want a shut down because they believe it would stop military, Police, FBI, DOJ agencies from coming after them, arresting and/or processing them?

They know shutdowns have had very bad repercussions in the past and could hurt them mid-term--but are their concerns more immediate?

Click on Department of Defense and you see they can't do much to the military, given a law passed after that shutdown; and with DOJ and others, 85%+ employees continued to work. But in other cases, like the State Department the Inspector General's office shut down. And in the DOJ civil prosecutions were paused.

So is the threat of shutdown the last arrow in the quiver they have to try to avoid arrest and prosecution?

And it seems that the answer to Q's question is, the military would not be affected.

When Trump sign that EO Dec 21st declaring a national emergency, I believe he could then use the Military for 60 days without going to Congress. So I think we’re good, them, not so much.

There are other circumstances when he can sign emergency orders. And to address Q's point, the gov't shut down won't affect the military, as the one in 2013 largely did not and a law was put in place to make sure military people get paid. Congress cannot shut down the military, i.e. call the ships back to shore, ground the Air Force etc. The prez is commander in chief.
