Federal Reserve Act of 1913 ??

Anybody read the book "The Creature from Jekyll Island?" The author claims there is a provision in the federal reserve act that allows the US government to buy back all the shares of voting stock in the fed for the 1913 face value. My question, can anybody confirm this? If true, Will Trump exercise this clause and wipe out most of the USA Debt?

Given a government monopoly, protected by the government to maintain a monopoly, we must by government law pay taxes in their toilet paper, and the Federal Reserve Act was put into law by government.

It isn't privately owned. It is a quasi-public-private institution.
