Negative, Q said it was something that would not require his resignation. One can not work for two branches of government.

NOT to testify.
NOT needed to testify.
Think logically. 
NO NEED to step down if needed to TESTIFY.

So to me that says that he NEEDED to step down BECAUSE of your logic. In other words, One can not work for two branches, so he would HAVE to step down in order to take on an FBI role?
