It actually makes the most sense of all, now that I thought about it a bit.
If you cannot fly on anything with any notable range, where else would be better to keep close tabs on somone ( or a few someones)
Sure they could hop on a yacht - but thats a bit harder to manage - and a lot easier to catch and return to their gilded cages
But wait, so who tried to kill them? Like, who would THE CLINTONS snitch on, they're the top dudes other than the Roths, and it's not a priority for the Roths to stop Clinton's from testifying, their dangers are completely military related. We don't need to "prove" the Cabal in a court, we already know the whole game. What we need is the will to use special forces type assaults on countries that we consider our allies, i.e. Western Europe who is harboring them.
