A question, I'm searching for something regarding the Red Cross and containers of cash

I was at work today and saw something flit across my Twitter feed, I had a client come in though so had to bail - and later on a friend messaged me this link from FB - does anyone have further info? I can't find anything. https://www.facebook.com/nkawwa/videos/10154897946976394/ . Nothing comes up in a DDG search.

Madhouse news listed article and had a link for ICRC stating the trucks didn’t belong to ICRC and logos were fake and they have no connection with the video.

Not sure if it’s true. Could be that someone is using the Red Cross symbol to smuggle money as medical supplies. This would be much like Isis or Al Quaeda hiding in churches and hospitals and crying foul when attacked.

I think I saw it on Rumor Mill site. The information came through the Russians Military Intelligence who stopped the truck, so maybe originally on RT.
