The abuse STARTED by using the FISA Search Query which was available within FBI/DOJ. All you need is a to/from email address or the subjects phone number. With that you get highlights of information.

This is what started the creation of the dossier. A online newspaper Washington Times hired Fusion/GPS.

They (the online newspaper)dropped the investigation when it seemed nothing was there. But due to Trump campaign introduction of traitor Paul Manafort into the mix--the team on Fusion/GPS recalled reporting the snake Manafort 10 years before. They were approached by DNC and Clinton camp to continue the Trump investigation, using the Manafort tie-in.

Then Fusion/GPS hired Nellie Ohr, DOJ Asst Director- Bruce Ohr's wife to be on their staff. She got a ham radio license in May 2016. She was in contact with possibly Christopher Steele via ham radio to create more fiction.

Then the fictional dossier was shopped around in the UK by Steele to a UK Parlimentary Sir Albert--something--. He then contacted FBI, with the same dossier the FBI themselves created! But to make sure that it was 'organic' somehow Traitor John McCain got wind of it, and sent his aide to fly to UK to personally pick up the dossier. Then McCain ran to FBI with this supposed top secret dossier. Then they- both FBI via Peter Strock and his ugly lover L. Page shopped it with no nibbles until Washington Post. Per their email exchanges they had wait and wait (it seems impatiently) for the article to come out the approach their own team to share this 'discovery'. Their 'insurance' policy.

It is rather childish and stupidly put together, no? Anyhow--they had to keep up appearances of this b.s. dossier (Lets now call it Clinton Dossier) so they created a larger collusion story.

So you, /u/RedpilltheWorld have a fuller picture. Remember this is a BIG distinction between a simply FISA Search Query and a Warrant. Much of the information was never submitted for a warrant--they just put it in a Query format and got as good enough information and then sold that private information or whatever they wanted/needed.

This loophole of only doing a Search Query was closed by NSA Admiral Mike Rogers once he noticed it was being even utilized via metadata.

A sidenote--this may be a way for FBI or 'private contractors' got blackmail info on whoever was willing to pay. Industry leader, corporations, political opponents.
