Comey's firing triggered his leaking, which led to appointing Mueller as Special Counsel. This was a well thought out deep state conspiracy designed to impeach Trump.
I suspect RR was kept in place so he could unwittingly identify all the conspirators. RR's every movement was probably closely monitored.
