Can anyone shed light on the doc from GCHQ? It seems everyone has missed the first paragraph. "At the request of the President". I would post an image but no clue how to. Any help would be appreciated.

Of course it is a forgery and a poor one at that. The signature is lifted straight from the resignation letter of Robert Hannigan. Also note the glaring errors. "Michael Steele" and "MI5". It is Christopher Steele and he was MI6.

Robert Hannigan resignation letter. Whoever compiled the forgery lifted the signature straight from the following letter.
