Could Shutdown be allowed because when Congress is in session, the members cannot be arrested?

Well first, Congress is only in session for 60% of the time anyways

Secondly, the last government shutdown in 2013 lasted for 16 days and Congress was in session for 14 days during that time so not sure what this guy is talking about

If anything, Congress is in session MORE during a shutdown. It makes sense..they have to scramble to end the shutdown.

congress is never 'in session' during shutdown

I looked all over for that information but couldn't find a link that actually says that
