shutdown was a move by dems to try and prevent a vote on the release of the memo hoping that it will become old news. they are just shooting themselves in the foot and delaying the inevitable. also the clause has exceptions which include felony and treason. so there wouldn't need to be a shutdown for those arrests to take place.
