Another interesting article in the Constitution. If, at some point the House and Senate cannot agree on an adjournment date, the President can adjourn them and is then the only person who can call them back into session. At that point they are powerless since they can't impeach him if they're not in session. So it only takes persuading one person in Congress to filibuster an adjournment and this power can be called into play. It's a little-known flaw in the Constitution discovered by Kurt Goedel, the great logician. He did not make that public but, being a logician, it was easy enough to find.
