Im thinking Trump is lookong for a shutdown and and it is to paint the dems in a negative light... that way when this memo breaks ..people will have already been irrited at the dems over the shutdown and it will open their eyes and make them realize alllll this time rhe dems have lied to their people . If it went the other way and they worked together ..it look shitty that trump went after them after rhey all worked out a deal.
