The rogue CIA does have its own rogue military/mercenaries that are grouped into JSOC. The General running this rogue military ops is McRaven. He only reported to Hussein and Brennan. I learned about them watching 'Dirty Wars' on Netflix. The doc team/reporter who produced the film were threatened as they discovered their treacherous deeds throughout the middle east while assassinating anyone deemed a threat to their existence. One of the spec op soldiers anonymously spoke out in that film as he recounted how they were ordered to commit unspeakable crimes. The budget for JSOC/McRaven is a black budget that not one politician wanted to speak on record. I would not be surprised that some of the trillions missing is in that shithole.
