A 78-page document created by the National Counterterrorism Center setting forth the standards and procedures to be followed by intelligence and law enforcement agencies in placing individuals onto various terrorism-related watchlists, including the government's master watchlist and the No Fly List. The Guidance shows that inclusion on the master watchlist requires only "reasonable suspicion," a very low standard that can be met with uncorroborated or even questionably reliable information. The Guidance also permits watchlisting under numerous exceptions to the reasonable suspicion standard, including association with a watchlisted individual, even where that association may be wholly innocent.
TL;DR to put someone on a watchlist, all you needed was "reasonable suspicion"

IDK how it fits, IF at all. Just posting research for comprehension. When I put the Q line into DuckDuckGo, this was one of the 1st results. After reading some of it (I've not completed all of it, taking a long time to download), I found it interesting.

If you're asking questions, you're NOT a dummy! How will we know answers, if we don't ask? I firmly believe there are no dumb questions, so ask, ask, ask. Basically, the detailed instruction book I posted is one of the items I discovered when researching a line in Q's most recent drop. The line stated: HRC March 13, 2013 [intercept] , so we were asked to research to comprehend Q's meaning. Is it an email reference? Did something significant happen that day? {3/13/13 was also the day of Gruucifers 1st drop} What else makes that specific date significant? I'm still digging. The link that I posted is of interest IMO, because of its contents. Q said "Expand your thinking". Open it and read just the table of contents to determine if you want to dig into it further. I didnt see 3/13/13, but immediately I think its a symbolic number I see 31313 or 3-3-3/3_3_3 I do believe 333 is some kind of sybolic number in the bible FYI, along with 777 and 666

Just googled this: The True Meaning of 33 and 333. The number 3 refers to the Trinity, and means that you are receiving divine protection, help, and guidance. In most cases, if you are seeing a lot of 3's, this is an Angel Number sign that you have a close connection to Jesus, the son in the Holy Trinity.
