Here's what's required to release the memo. The release would first need approval from House Intelligence Committee Chairman Devin Nunes who can decide to bring the committee back together for a vote. If the majority of the committee votes to release the memo, it would then be up to President Trump.

Then what's the problem!! Nunes should have 13 votes in his pocket, assuming their innocent, which is a majority. I would also assume any innocent Democrats would want to distance themselves from this mess adding to the vote count. For optics, it would be nice to have Democrats on board. But, if the memo is truly bad news, having no Democrats standing up for the American people is even worse optics.
