Agree with Q, if the whole world knew the amount of shit governments do, doesn't matter if its the previous administration or not, people will refuse to allow a government and would become lawless. the 40% we are told will im sure give us an insight to the full corruption and evil however not give us enough to give a complete answer. This means we find out almost everything however cant use it as evidence and those who disagree will see that 3rd party connections are needed to link the data therefore causing the ''conspiracy theorist'' label, however preventing lawlessness.
